Aksi protes pedagang Pasar Kanopi Kota Payakumbuh yang terjadi Jumat (22/5) sore akibat kesalahpahaman antara petugas check point dengan para pedagang telah mengundang perhatian banyak pihak.

Meskipun awalnya karena kesalahpahaman, aksi ini menunjukkan bahwa tidak semua warga paham, menyadari, peduli dan mendukung upaya pemerintah dalam melakukan langkah-langkah pencegahan penularan virus Corona yang melanda negeri ini, bila dikaitkan dengan kondisi ekonomi dan kepentingan pribadi masing-masing warga.

Menyikapi hal tersebut, malam harinya, Jumat (22/5), Gugus Tugas Covid-19 Payakumuh dipimpin oleh Walikota bersama Kapolres Payakumbuh, Dandim 0306/50 Kota, Wakil Walikota Payakumbuh, Sekda Kota Payakumbuh mengundang perwakilan pedagang pasar untuk mencari solusi di Pos Terpadu Kota Payakumbuh.

Solusi yang ingin dicapai saat itu adalah upaya untuk menyeimbangkan antara pencegahan penularan Covid-19 di pasar dengan kepentingan para pedagang pasar terkait kebijakan Gugus Tugas yang melarang parkir di Pasar Kanopi Jl. A. Yani Kota Payakumbuh.

Saat itu perwakilan pedagang pasar yang tergabung dalam IP3 (Ikatan Pedagang Pasar Payakumbuh) dan APKL (Asosiasi Pedagang Kaki Lima) Payakumbuh menyesalkan terjadinya aksi protes para pedagang dan pada prinsipnya mendukung penerapan Pembatasan Sosial Berskala Besar (PSBB) di Kota Payakumbuh.

Hal ini disambut baik oleh Gugus Tugas Kota Payakumbuh. Walikota Payakumbuh menegaskan bahwa Gugus Tugas menginginkan ada protokol kesehatan berlaku di pasar. “Belajar dari kasus sebelumnya, kita tidak mau di pasar terjadi penularan covid-19 untuk yang kedua kalinya”, pungkas Riza Falepi.

Demikian pula disampaikan Kapolres Payakumbuh AKBP Dony Setiawan, “pengalihan parkir Pasar Kanopi ditujukan agar tidak terjadi penumpukan orang terpusat di suatu tempat, kita perlu urai lokasi parkir ini untuk menjamin physical distancing tetap terjaga di pasar. Selain itu kita juga siapkan checkpoint pintu masuk ke pasar untuk menerapkan protokol kesehatan bagi pedagang dan pengunjung pasar dengan pemeriksaan suhu, cuci tangan dan pemeriksaan penggunaan masker“.

Pada kesemaptan yang sama, Kapolres mewakili Gugus Tugas menyampaikan permohonan maaf kepada para pedagang atas kesalahpahaman yang terjadi antara petugas di check point pasar dan pedagang pasar. Hanya saja, Kapolres tetap menyayangkan hal tersebut harus berujung pada tindakan yang tidak pantas dilakukan oleh sekelompok pedagang.

“Kami tidak ingin ada pihak yang menyudutkan upaya Gugus Tugas dan penerapan PSBB di Kota Payakumbuh “hanya di atas kertas saja”, sudah banyak hal yang kami lakukan dan dampak positifnya juga bisa diukur dan dirasakan. Harusnya upaya Gugus Tugas disupport bukan menyebarkan energi negatif di masa krisis ini, kalaupun ada masukan silahkan sampaikan, Gugus Tugas bekerja terbuka dan butuh dukungan dari warga“, tambah Kapolres.

Forum tersebut akhirnya menyepakati untuk kembali menerapkan kesepakatan awal dimana akses jalan ke Pasar Kanopi tetap ditutup untuk mengantisipasi penumpukan parkir dan orang di suatu tempat, parkir diarahkan ke pintu masuk pasar yaitu di Jalan Sudirman dan Jl. A Yani (depan Bofet Sianok), pedagang pasar dan pengunjung pasar masuk ke pasar melalui check point, untuk pemeriksaan suhu tubuh, cuci tangan, cek penggunaan masker dan himbauan jaga physical distancing. Pintu masuk parkir tidak dijaga petugas gabungan tapi dijaga petugas parkir agar pengunjung tidak takut masuk ke dalam pasar.

Terhadap kesepakatan tersebut, perwakilan pedagang berjanji untuk membantu mensosialisasikan kesepakatan bersama tersebut dan mendukung pelaksanaannya, mendukung kebijakan PSBB dan pengetatan protokol kesehatan di Pasar Kanopi. Perwakilan pedagang menyadari bahwa upaya gugus tugas tersebut bukan untuk menutup pasar tetapi mengalihkan parkir agar tidak terjadi penumpukan dan penerapan protokol kesehatan. Upaya ini dilakukan untuk menekan penularan Covid-19 di Pasar Kanopi yang merupakan kluster awal penularan Covid-19 di Kota Payakumbuh.

Di akhir kegiatan, Kapolres didampingi Walikota, Dandim, Wakil Walikota memberikan klarifikasi ke media terkait aksi protes pedagang dan upaya penyelesaiannya. Lalu diikuti dengan penyampaian permohonan maaf dari perwakilan pedagang yang disampaikan kepada peserta yang hadir dan kepada masyarakat secara keseluruhan. (Hms)
